Co-owned by Odette Hooton and Kim Dempsey, APS brings together engineers, project managers, commercial specialists and stakeholder engagement practitioners, with experience in delivery, governance and business improvement.
Based in Townsville, we work flexibly across Australia. Our leadership experience spans civil infrastructure, water and utilities, building, defence, government and private enterprise.
We value clear communication, professional integrity and practical outcomes. That means understanding your priorities, being accountable for our work and helping your team make informed decisions.

Odette Hooton
Co-owner & Director
Odette brings extensive experience across project, programme and portfolio management, with a background in senior local government leadership and complex infrastructure delivery. Her focus combines governance, commercial discipline and hands-on project support.

Kim Dempsey
Co-owner & Director
Kim leads stakeholder and community engagement, bringing together project teams, government agencies, residents, businesses, Traditional Owners and landholders. Her experience includes Mount Spec Road recovery communications, Mission Beach Town Revitalisation, regional embankment rehabilitation and sensitive landholder negotiations.
Kim combines engagement planning, project communications and on-ground consultation with project coordination and contract administration. She also supports regional businesses through tender readiness facilitation and mentoring.
